LTAP's Local Road Safety Program Crash Data Workshop II
(3 Professional Development Hours)
LTAP, in collaboration with Louisiana's 9 Transportation Safety Coalitions will conduct the second in a series of crash data workshops throughout the State during the first few months of 2018.
In 2016-2017 LTAP released Local Parish Crash Data Analysis and Profiles for each of the Top 20 Parishes accompanied by the first in a series of crash data workshops aimed at helping local jurisdiction understand and act upon the information revealed in the data. As a result, many jurisdictions took the initiative and used the workshop as a springboard to launch transportation safety projects on locally owned roadways.
In this Round of Workshops, we will:• Roll out the updated "Detailed Route Analysis" spreadsheets with crash data from 2014-2016 for each Parish
• Help applicants to understand how to get from the "Detailed Route Analysis" spreadsheets to a good safety infrastructure project application for Local Road Safety Program
• Jump start the process of developing "Local Road Safety Plans" for each jurisdiction
Round II workshops are structured to provide not only an overview of the latest crash data for each region but to also to facilitate efforts by parishes and municipalities in drafting and adopting a "Local Road Safety Plan" which will:
• Establish a locally driven process by which safety infrastructure projects are identified annually using the latest crash data
• Help to prioritize these projects using a planning process that calls together responsible parties and stakeholders from the local jurisdiction to determine how best to implement specific safety countermeasures to address the concerns identified
• Generate project applications to the Local Road Safety Program or other funding sources
Who Should Attend: This workshop is intended for engineers, planners, local agency public works personnel, and safety professionals who are responsible for evaluating crash data and developing safety plans, or are directly responsible for road safety on locally owned roads in Louisiana. Public agency members of Regional Safety Coalitions, particularly those involved in the Infrastructure and Operations emphasis area, are encouraged to attend. While there are no prerequisites for this workshop, basic knowledge of local road safety issues and/or prior participation in LTAP's Road Safety courses and workshops is suggested.
Upon Completion of the Workshop, Participants will be able to:• Interpret the Parish crash data, including the route screening process and over-represented crash statistics on locally owned roads.
• Describe the content and usage of the DOTD Crash3 database in evaluating crash types and patterns.
• Prepare a "Roadway Network Assessment Form" from available resources, perform a risk assessment of the crash data and roadway features, and select appropriate crash countermeasures.
• Generate a basic "Local Road Safety Plan" for their jurisdiction, including candidates for in-house improvements as well as a list of projects suitable for application to the LRSP.
• Prioritize and group candidate LRSP projects based on similar countermeasures, or geographic proximity to priority routes and begin the LRSP application process.

Steven C. Strength, PE, PTOE
Steve serves as Program Manager for the Local Technical Assistance Program at LSU overseeing training, technical assistance, and outreach activities that benefit the local public agencies in Louisiana. Prior to joining LTAP in 2013, he spent 31 years with the LADOTD in New Orleans, participating in a variety of Traffic Engineering and Highway Safety programs. He is a former Chair of the National Safety Council, South Louisiana Chapter and serves as Co-chair of the SHSP Infrastructure and Operations statewide implementation team.
Leo Marretta, MURP
Leo has served as the Local Road Safety Program Manager for LTAP since 2013, and has 20+ years of experience in transportation planning, land use, GIS Systems, and disaster recovery planning. Prior to joining LTAP, he spent 10 years at the South Central Planning and Development Commission in Houma, serving as Transportation Director, responsible for oversight of the daily operations of the Houma-Thibodaux MPO including transportation planning and intergovernmental coordination between the local member jurisdictions and their state and federal partners.
